Resume
Bien qu’ils soient abondamment utilisés, il n’existe au plan international aucune définition consacrée à ces deux concepts. Amidou GARANE et Vincent ZAKANE, professeurs de droit à l’Université de Ouagadougou, dans leur ouvrage commun intitulé « Droit de l’environnement burkinabè » paru en 2008, en donnent des contours précis pour aider à mieux faire comprendre ces deux notions.
Ces deux auteurs indiquent que de toutes les définitions employées, la définition la plus générale de l’environnement que l’on retrouve au plan international est celle fournie par l’UICN dans on projet de Pacte international sur l’environnement et le développement (1997). Selon l’article 1er du projet « On entend par environnement, l’ensemble de la nature et des ressources naturelles, y compris le patrimoine culturel et l’infrastructure humaine indispensable pour les activités socio-économiques et pour le meilleur cadre de vie ». Cette définition prend en compte à la fois, les composantes traditionnelles de l’environnement, à savoir la nature (constituée des espèces végétales et animales et des équilibres biologiques naturels), les ressources naturelles tant renouvelables (eau, air, sol) que non renouvelables (ressources minières) et les éléments nouveaux dégagés au cours de l’évolution de la pensée environnementale, notamment les ressources humaines qui sont à la base du patrimoine culturel et des activités socio-économiques.
