Resume
Les ressources naturelles en Afrique de l’Ouest et plus particulièrement au Sahel constituent la base de la vie quotidienne des hommes. L’accélération de la croissance économique passe nécessairement par une gestion rationnelle des ressources naturelles et une protection de l’environnement. C’est pourquoi, des organisations d’intégration régionale ou de coopération technique (CEDEAO, UEMOA, CILSS) ont élaboré ou sont en train d’élaborer des politiques environnementales régionales. Mais si cet effort est louable, force est de constater que les politiques environnementales déjà formulées et adoptées par les instances appropriées connaissent des difficultés de mise en œuvre.
L’appréciation globale qui peut être faite de ces politiques est la suivante :
• La pertinence est réelle pour la plupart de ces politiques analysées. En effet, bon nombre d’entre elles, à des degrés variables, ont pris en compte les trois dimensions du développement durable, la lutte contre la pauvreté et les OMD. Cependant, cette prise en compte ne l’a pas toujours été de façon explicite et systématique avec des références claires, mais plutôt par coïncidence.
• La plupart des politiques élaborées s’inscrivent bien dans le cadre des Traités et Conventions portant création des principales organisations intergouvernementales de la sous-région (CEDEAO, CILSS, UEMOA). Dans leur ensemble, elles contribuent au renforcement de l’intégration régionale, même si dans certains cas, cela n’apparaît pas toujours de manière évidente.
