Sur le plan juridique, l’INSS a une existence légale à travers les textes en vigueur, notamment le plan stratégique et l’arrêté n°97-042/MESSRS du 25 avril 1997. Cinq ans après leur mise en application, ils ont certes besoin d’être repris afin de mieux coller aux réalités concrètes du terrain . On note un manque de cohérence entre les missions du CNRST, de l’INSS et des Départements (diffusion et utilisation des résultats). Mais leur existence même est un gage du sérieux que les pouvoirs publics ont voulu conférer à la recherche en sciences humaines et sociales.
